About Justin

Justin C. Toone, PE, RAS, ENV SP, is a civil engineer based in Carrollton, Texas, with 15 years of experience designing effective, impactful, and equitable infrastructure projects. He has a proven track record of leading projects from concept to construction.

As a Senior Project Engineer at IEA, Inc., Justin is the lead designer on roadway, drainage, and utility projects for municipalities across North Texas, Dallas Area Rapid Transit (DART), DFW Airport, and the Texas Department of Transportation (TxDOT). He develops scopes of work and fee proposals and has mentored a team of four junior engineers. His work spans street and alley reconstruction, water and wastewater pipeline replacement using open-cut and trenchless methods, ADA and pedestrian improvements, hike-and-bike trails, and transit infrastructure.
